  1. To approve the attached rules of the “all-around all-around” sport.
  2. To declare invalid the order of the Ministry of Sports, tourism and youth policy of the Russian Federation from 16.04.2010 ЗЧГ « 358 "On the approval of the rules of the sport" northern all-around ".

REGULATIONS

TYPES OF SPORTS "NORTH ALL-AREA"

GENERAL PROVISIONS

These Rules are binding on all organizations., conducting official sports competitions, included in the Unified calendar plan of interregional, national and international athletic events and sports activities, a calendar plan of physical education and sports events of the constituent entities of the Russian Federation, municipalities and urban districts, by sport "northern all-around" (Further – competition) on the territory of the Russian Federation.

Officials (team representatives, trainers, athletes and judges), participating in competitions, are obliged in their actions to be guided by these rules (Further – rules).

  1. SPORT DISCIPLINES, CHARACTER AND

CLASSIFICATION OF COMPETITIONS, PROGRAM

Official competitions are held in sports disciplines in accordance with the All-Russian Register of Sports:

  • jogging;
  • ax throwing at a distance;

  1. PARTICIPANTS OF COMPETITIONS
    • Age groups: women, men

juniors, juniors girls, boys girls, adolescents

  • Competition admission.

2.2.1 To participate in official sporting events in the northern all-around, having a status not lower than the competition, included in the Unified calendar plan of interregional, national and international athletic events and sports activities, the strongest athletes of the constituent entities of the Russian Federation are allowed.

  • In sports disciplines of the age group without age limit (men, women) athletes allowed, have reached the age 16 years old, if the level of their sports qualification corresponds to the qualification level of the older age group, specified in the Competition Regulation.
  • Athlete may be admitted by the organization, conducting competition, to perform in an older age group,

 

immediately following that, to which he refers, if the level of his sports qualification corresponds to the qualification level of an older age group, specified in the Regulation on the competition and in the presence of duly executed parental consent (legal representatives) for child participation in competitions (Appendix No. 1).

2.3 Obligations and rights of participants.

  • Competitors must:
  • know and strictly abide by the Rules and Regulations on competitions;
  • follow all instructions of the panel of judges;
  • at the request of the chief judge or chief secretary to present documents, identity cards, classification book or other documents, stipulated by the regulation on these competitions;
  • comply with the competition schedule;
  • be in places reserved for participants;
  • have a neat appearance;
  • strictly comply with safety requirements;
  • strictly observe the rules for handling sports equipment;
  • be ready for the competition by the time the judge calls;
  • attend the buildings before each type of competition, at the opening and closing ceremonies of competitions;
  • in case of impossibility to continue the competition, report this to the panel of judges.
  • The participant has the right:
  • For all questions, contact the judges through your team representative or coach. In personal competitions, a participant without a representative can be contacted directly by the head judge, senior judge;
  • to carry out a warm-up in designated places for these purposes at a time determined by the panel of judges.
  • The following penalties may be imposed on participants for violation of the Rules:
  • comment;
  • warning;
  • disqualification, disciplines;
  • disqualification.
  • Competitors in case of gross or willful violation of the Rules or unethical behavior will be disqualified from the competition by the head judge.
  • Disqualification means the deprivation of the right to participate in these competitions with the cancellation of previously acquired places, points.

2.4. Participant Form.

  • In sports disciplines, held in the gym, the form of participants consists of sports shoes, shorts and mothers.
  • In sports disciplines, held outdoors, the form of the participants must be appropriate. In winter it is warm winter shoes, warm sports jacket, sports hat, gloves.
  • On the parade, Awarding ceremony Athletes must go in a uniform, which should be:
  • coat of arms of the subject of the Russian Federation, company logo (departments) – at competitions with a status not lower than All-Russian;
  • company logo, departments, club or other sports organization – in other competitions.
  • At all-Russian competitions, the use of a sports uniform with symbols is not allowed, flags, alphabetic codes of other states, foreign clubs, associations etc.
  1. REPRESENTATIVES, TEAM COACHES
    • Every organization, competing, must have an authorized representative.
    • The representative is the team leader. He is responsible for discipline., the health of participants and must ensure their timely appearance at the start, rewarding, doping control, etc..
    • The representative must know and comply with these Rules and Regulations, be guided by them, obey the orders of the chief judge and his deputies.
    • Representative is required:
  • submit a registered application to the admission commission in the prescribed form (Appendix No. 7) and other documents no later than the deadline, specified in the Competition Regulation;
  • attend all meetings, take part in the drawing of start numbers;
  • receive start protocols from the chief secretary, results and inform the team about all decisions of the panel of judges;
  • to be in the field during competitions, reserved for team representatives.
    • Representatives and coaches are prohibited from interfering with the orders of judges and persons, conducting competitions.
    • Trainers and representatives, at the competition venue, must be dressed in the sports uniform of their team.
  1. COMPETITION RULES
    • Running with a stick on rough terrain.
  • Inventory:
  • participant must have a stick (length not less 130 cm, diameter not less 10 mm, weight – arbitrary), the stick may be metal, duralumin, wooden or other material;
  • before the start, the judge at the participants checks the compliance of the stick of the participant with the requirements of the Rules;
  • the participant must have a chest number.
  • Competition Venue.

Venue for cross-country or stick-race competitions, consists of distance and starting – finish line – sites (town).

A distance can be laid as a closed route with start and finish in one place, and on an open route, but in this case, the start and finish are spaced apart. The running distance is marked with colored flags., garlands, arrows indicating the direction of distance and footage traveled.

Distance measurement is done with a tape measure or device, equipped with measuring device.

  • Cross Country Stick Rules:
  • Before the start of the competition, the participant must familiarize themselves with the distance (he does it on his own or with other participants, when the organized viewing of the distance is held);

  • referee-starter gives a signal to start the run only in the complete absence of movements of the participants;
  • if the participant (or group) participants do not take a fixed position, he (or they) deemed to have violated the rules, and him (or them) warning is given, and at group start, due to violation of the rules by the participants or for any other reason, start is delayed, then the starter judge gives the command to “dismiss”, after which the participants in the group race must move away from the starting line and take their former place only after the second command “to start”;
  • if during a group start a participant or a group of participants completed the start before the shot or the “march” team, then they are given a warning and when they restart, they are put behind other participants;
  • remarks, warnings of the starter judge are entered in the starting protocol;
  • running result counts, if the participant has covered the distance without breaking the rules from “start” to “finish”.

Running result does not count:

  • if the participant allowed a reduction in distance;
  • if the participant did not pass at least one checkpoint;
  • if two judges recorded assistance to the participant during the course, including in the form of leadership;
  • if the participant accepted the start without a judge-starter team (ran out from the side);
  • if the participant interfered, pushed, downloaded, injured an opponent;
  • if the participant has stopped running;
  • if the participant finished without a stick.
  • Participant, retired (stopped running), considered retired from running competition, and he is obliged through representatives or personally to inform the judges.

  • Competition Venue.

Range throwing is one of those sports, during which, primarily, safety precautions. In this regard, special requirements for the site, where is ax throwing.

  • each throw is given 3 min;
  • if the participant has not reached the call of the judge for an ax throw within 3 minutes, then it shall be entered in the protocol “no show”;
  • if the throw is not made for an objective reason, then, with the permission of the senior judge, the participant may obtain permission to re-execute it.

Attempt counts, if the participant did not step when throwing an ax and did not step over the throw line (at any point), and the ax launched by him crossed this line. The referee on the throw line raises a red flag and waits for a response from the referee in the field, which captures attempts by raising the flag, and only after that the judge on the throw line lowers the flag and says “is”.

The attempt does not count, if:

  • participant threw without a judge's team;
  • the participant stepped on the throw line or touched the area of ​​the landing corridor with any part of the body;
  • the ax launched by the participant did not cross the cast line;
  • the ax touched the surface of the earth outside the landing corridor, in this case, the judge in the field makes repeated signaling with the flag left and right and by megaphone (walkie-talkies) pronounces the word "no";

    • Safety rules in throwing an ax at a distance for judges and competitors:
  • judges, ax throwing competitions, team members and representatives, must undergo safety training;
  • All participants, representatives and judges must confirm that they are instructed in safety in throwing an ax with personal painting;
  • a participant or a judge is not allowed without being instructed to start or perform his judicial functions. Control over this rests with the senior judge throwing an ax;
  • before throwing an ax a competitor, the judge must make sure that the ax head is tight. Staggering, loose hatchet not allowed for throws;
  • You can throw an hatchet only towards the landing corridor and only with the permission of the judge;

 

  • you can’t throw the hatchet against the wind and if there is a person in front of the landing corridor;
  • during a hatchet flight, judges and participants monitor it until it lands;
  • competitors or unauthorized persons are not allowed to be in the throwing corridor and areas adjacent to the corridor;
  • for the participant to perform the next attempt, an ax in the field or a participant brings the ax to the starting sector, previously thrown ax;

  • training throws are allowed only under the supervision of a judge (three test shots are given to each participant).

  • the participant returns to the starting position upon the call of the judge, and starts jumping only with the permission of the judge;
  • it is allowed to carry out legs through sledges only directly in front of you;
  • participant, overcame 10 Maternity, lands on both feet, jumps in the opposite direction – necessarily with the simultaneous repulsion of two legs.     • Judge stops jumping, if the athlete:
  • while overcoming the sled made a stop between them;

  • moved the sled from place with any part of the body;
  • made a step over;
  • carried out the transfer of legs through the sledges by diverting them simultaneously to the right, or left side (after the third warning);

The competition venue is equipped as follows:

  • triple jump consists of 3 jumps, executed sequentially without stops, with simultaneous pushing and landing with two legs;
  • participant has the right to 3 attempts, the best result counts;
  • jumps can be performed from a place or from a run (at the request of the participant);
  • the result of the jump is determined by measuring the shortest distance from the start of the control line (width 10 cm and entering the touchdown zone) to the nearest touchdown point in the third jump by any part of the body with the surface of the touchdown zone (accuracy of measurement of the result up to one centimeter);
  • preparation time 2 min, after calling the participant;
  • participant enters a jump on a judge’s call, and begins to jump at his command with the voice “can” and raising the flag up;
  • allowed to skip this or that attempt, informing the table clerk in advance;

The result does not count if:

  • participant jumped without permission;
  • repulsion or landing in any of the jumps is not made simultaneously;
  • when pushing, the participant stepped (stepped on the control line);
  • after the completion of the jump, the participant left the sector back (exit is only forward or to the side);
  • the participant used any variant of somersault when jumping;
  • during the take-off, the participant touched any part of the body of the jumps or landings outside the runway corridor or the jumping and landing zone, at the same time, the judge declares “no” and makes repeated signaling below, or raises a red flag.
    • The result of the jump is logged with an accuracy of one centimeter (downward, if the measured distance is not a whole centimeter).
  • Determination of winners in the disciplines of northern all-around.
    • Running with a stick. The winner is an athlete, showing the best result in the distance. In the final protocol, the results are recorded accurate to 1\100 seconds (application No. 2). In case of coincidence of the results of two or more competitors, they are awarded the same places.
    • Ax throwing at a distance. The winner is an athlete, showing the best result in one of three attempts. In the final protocol, the results are recorded with an accuracy of one centimeter (application No. 3). If the results of two or more competitors coincide, the places between them are allocated according to the best second, third result, for the best result in the first, second, third attempt.
    • Throwing Tynzyan on ferrets. The winner is an athlete, showing the best result in one of three attempts.   1. APPLICATIONS
    • Legal entities and individuals, signatories, are responsible for the willingness of athletes to compete.
    • Application forms must be received by the chief secretary or his deputy for at least seven (7) days before the start of the competition. All applications for participation, received after this day, not accepted.
    • Application for participation should include surnames and first names, birthdays of competitors, sports rank or rank, team name, last name, name, middle name personal trainer (Appendix No. 6).
    • The application for participation in the competition must be signed by the head of the sports organization, for All-Russian competitions, included in the ETUC, Head of the Regional Sports Federation, as well as a doctor and certified by the seal of the organization (Appendix No. 7) .
  2. JUDICIAL COLLEGION, DOCTOR, COMPETITOR OF COMPETITIONS AND THEIR RESPONSIBILITIES
    • The direct management of the preparation and conduct of the competition is carried out by the Main Jury (Further – GSK), appointed by the Federation.

  • The head judge has the right:
  • to postpone the start or interruption of the competition for a certain time in case of adverse weather conditions, as well as when situations arise, endangering the safety of participants or spectators;
  • make changes to the competition program, if necessary;
  • dismiss judges, gross mistakes, or failing to fulfill the duties assigned to them;
  • remove participants from the competition, gross violations of these Rules, or admit unsportsmanlike conduct towards rivals, spectators or judges;
  • remove team representatives from the competition, having unsportsmanlike behavior towards participants, spectators or judges;
  • make a final decision after further discussion, if judges differ;

6.9.3assistant judge.

  • To assist the head judge, a deputy head judge is appointed to prepare and manage the competition., who acts as the chief judge in his absence, as well as his individual assignments.

  • Judges running with a cross-country stick:
  • Referee – the head of the distance is responsible for choosing the distance, its measurement and marking, distance controllers.   • The control judge monitors the safety and compliance with the rules for the passage of distances by athletes in the area assigned to him.   • Start judge:
  • controls the readiness of participants from the moment they are called to the start and until they leave the start by a signal;

  • The informing judge provides information on the progress of the competition for coaches, leaders and members of national teams. Introduces viewers to teams, the participants, coaches and judges. Informs about the highest achievements, athletes records, countries, world.
  • Competition doctor participates in the work of the admission committee, checks the correctness of registration of applications. The task of the health service during the preparation and conduct of the competition is to, to ensure a healthy sanitary environment during the competition, prevent the possibility of sports injuries, provide medical assistance to competitors, if she is needed.
  • The competition commander is responsible for the timely preparation of inventory (narty, horei, markup, roulettes, scales and dr. inventory), competition places, places for participants, representatives of, judges and the press.
  1. ORGANIZING COMMITTEE
  • Organizing committee, competitor, bears full responsibility for the availability of competition venues.
  • Provides the necessary equipment for the competition venue.
  • Provides office equipment.
  • Responsible for the organization of medical care and sanitary control in the competition venue, accommodation and meals (in accordance with the order of the Ministry of Health of the Russian Federation from 01 Martha 2016 g. № 134n).
  1. PROTESTS
  • The official representative of the participating organization has the right to protest against decisions of members of the panel of judges, action athletes, trainers, official representatives of other teams, competing, if they contradict these Rules or the Rules of the competition.
  • Protests shall be submitted in writing to the head judge no later than, than through 30 minutes after the official announcement of the result in this discipline. Judges may use any evidence to examine the protest., including video recording, interview of official witnesses (Appendix No. 10).
  • All protests must be considered by the panel of judges.. The decision regarding the protest is communicated to the team representative no later than, than through 3 hours from filing. If the panel of judges rejects the protest, she must justify her decision.
  • A team representative may appeal in the event of a denial to the Jury of Appeal, whose decision is final. At all-Russian competitions, the main panel of judges must consider the protest and make recommendations to the Jury of Appeal. For unreasonable protest, the team representative is responsible.
  1. JURY OF APPEAL
  • The Jury of Appeal is created to assist the head judge in resolving contentious issues in the composition 4 person: organization representative, conducting competition, the chairman (representative) All-Russian College of Judges, technical delegate of the Federation and one member of the Federation, Acting Chairman of the Jury. Each member has one vote., except cases, indicated below, and in case of a tie, the Chairperson shall have a casting vote.
  • Member of the Jury of Appeal allowed to express their opinion, but do not vote in case, if the interests of his team are affected. Jury member, acting as an official, forbidden to vote, if his decision or interpretation of the rules is protested. In case of unforeseen circumstances, the jury may vote on, even if it’s impossible to gather all the members. The decision of the Jury of Appeal is final (Appendix No. 11).
  1. TECHNICAL DELEGATE

10.1 Technical delegate appointed by the Federation, is her representative in competitions, and bears full responsibility along with the Chief Justice. The technical delegate must have a judicial qualification category ( ВК/1К). The technical delegate is

the representative of the Federation and the guarantor of compliance of the Competition Rules and Regulations. For the championship and championship of Russia, the candidacy of a technical delegate is approved by the Federation Council.

10.2. The technical delegate is required:

  • liaise with the organizing committee;
  • monitor the organizing committee of the necessary actions regarding the safety of participants;
  • inspect the preparation of the venue and its compliance with the Rules;

10.3. During the competition, the Organizing Committee and the head judge may consult with the technical delegate on any issue regarding the application of the Rules and Regulations.

  1. ANTIDOPING
  • All competitors in the Northern All-Around sport must follow ethical standards and fair competition in sports. They are required to comply with the All-Russian Anti-Doping Rules of the All-Russian Anti-Doping Organization (Further – RU S ADA), World Anti-Doping Code and International Standards of the World Anti-Doping Agency (Further – WATER). The procedure for conducting doping control is determined in accordance with the rules of RU S ADA (http://rusada.ru/documents/all-nissian-anti-doping-rules).
  • Trainer, athlete and athlete's medical staff are required

International Standard for Therapeutic Use, International Standard for Testing.

  1. INSURANCE
  • Organizer liability insurance at its discretion.
  • All athletes, competing, must be insured for the amount, sufficient to cover the costs of accidents, risk-saving rescue and transportation, sports related. Responsibility for the sufficiency of insurance coverage of athletes, directed and declared for participation in competitions, organizations and athletes who personally send athletes. The original insurance policy is presented to the chief secretary of the competition at the commission for admission of participants.
  1. REGISTRATION OF RECORDS OF RUSSIA IN THE SPORT

"NORTHERN ALL-AREA"

  • The registration of Russian records in the “northern all-around” sport is carried out in accordance with these Rules, and transferred to the Federation.
  • Competition, as a result of which registration of Russian records is allowed:
  • Russian championship, Cup of Russia (Russian records are recorded automatically);
  • championship of Russia, official all-Russian competitions (if there are three judges of the All-Russian category in the Judicial Collegium).

Competition organizers must no later than 15 days from the day of the end of the competition to provide the Federation with a copy of the protocol duly certified and executed application (Appendix No. 12).

  • In northern all-around events, meteorological conditions are essential when conducting competitions. Underestimation of meteorological conditions and temperature standards (strong wind, snowfall, low temperature) during competitions increases the possibility of injury.
