Government of the Republic of Sakha (Yakutia) from 18 Martha 2013 year number 76 and in order to popularize and develop the struggle of the Hapsagai Republic of Sakha (Yakutia), Board of the Ministry of Physical Culture and Sports of the Republic of Sakha (Yakutia) decides:

  1. To approve the rules of the sport “wrestling hapsagai” in the new edition according to the appendix, to this decision.
  2. To declare invalid the decision of the Board

Ministry of Sports of the Republic of Sakha (Yakutia) from 08 April 2015 № 44 “On the approval of the rules of the“ Hapsagai fight ”.

Foreword

The word "hapsagay" in the literal translation from the Yakut language means "clever", "fast", translated into English - "speedy". Like other sports, Hapsagai fight obeys certain laws, which make up the so-called "Rules of the Game" and determine the essence and principles of fighting.

According to the legends of our ancestors, Hapsagai fight originated in those ancient times, when strong and brave warriors were defenders of a kind and loved ones. All this we see in the Hapsagai fighting philosophy., one of the distinguishing features of which is, that the wrestler should be extremely concentrated throughout the fight, relaxation even for a moment can cause a defeat. In the era of wars, boys from the age of three were trained to shoot archery accurately, cleverly hold a spear and sword, fight, ride a horse fast. Participation in hapsagai wrestling competitions meant maturity for young people. Songs were composed about the winners, the heroes were considered folk heroes.

Our outstanding Olympic wrestlers Roman Mikhailovich Dmitriev, Pavel Pavlovich Pinigin and Alexander Nikolaevich Ivanov achieved high results due to, that at the heart of their technique were the secrets of the hapsagai fight. Unique features of the Yakut struggle, its simplicity and accessibility allow people of all ages to successfully deal with it anywhere in the world - from schoolchildren to senior citizens.

INTRODUCTION

Hapsagai rules are designed to, that:

  • determine the practical and technical conditions for fights;
  • establish the significance of receptions and captures, used in the fight of hapsagai;
  • list possible situations and violations;
  • designate the technical functions of the panel of judges;
  • define a competition system, classification methods, imposed sanctions, retirement, etc..

Practical application and study of the effectiveness of hapsagai control rules entails the introduction of amendments and changes to them. rules, set forth below in this document, constitute the basis for hapsagai fighting.

Article 2. Interpretation

In case of disagreement regarding the interpretation of the provisions of an article of these rules, The right of interpretation is reserved exclusively to representatives of the Ministry of Physical Culture and Sports of the Republic of Sakha (Yakutia) and the Hapsagai Wrestling Federation of the Republic of Sakha (Yakutia). Article 3. Application

The application of these rules in all competitions is mandatory..

CHAPTER 1. ORGANIZATION OF COMPETITIONS

 

Article 4. Competition System

Competitions are held as follows:

  • pairing according to numbers, drawn by draw;
  • wrestlers, won their fights, continue to fight in group “A” until reaching the final, losers continue to fight in group B and have the right to fight for third place;
  • losers from group “A” are recorded from below in group “B”;
  • if there are two fighters left in group “B”, previously met in group "A", to the fighter, the winner of the preliminary match, third place awarded;
  • all wrestlers, losers two times, drop out of competition (except circular system);
  • weighing in each weight category is carried out the day before the competition, or at the discretion of the head judge on the day of the competition before lunch;

Competitions are held in the following stages:

  • preliminary bouts;
  • semifinal fights;
  • fights for third place;
  • final fights.

If in the weight category no more 7 fighters, then competitions are held with a knockout after two defeats.

With an odd number of participants, a wrestler, last numbering during the draw during the competition, becomes free and in the next round of competitions rises to the top line of the tournament table and fights from the red corner.

If according to the regulations of the competition two third places are provided, that two fighters, who won against everyone in group B, take third place. Wrestlers, met in group "A", I do not fight againtwith each other.

Important Notice. Wrestlers, disqualified for cruelty, non-appearance, dishonest struggle, disrespect for an opponent or referee, places are not awarded. In this situation, the wrestler, who had to fight the disqualified, will meet with the next wrestler in the standings.

In the absence of a wrestler after a call to the carpet, after one minute, the victory in the battle is awarded to his opponent. The protocol is written – non-appearance.

Article 5. competition program

Duration of republican competitions, international tournaments, European Championships, Asia and Peace is defined as follows:

  • at competitions of any kind, for each weight category no more 2 days.
  • each round of the competition in a certain weight category must be held on the same carpet. All finals must be on the same mat..

Article 6. Age and weight categories

Age and weight categories for competitions:

  • Young boys 10-11 years old (30 kg. 35 kg, 40 kg. 45 kg, +45 kg):
  • Young boys 12-13 years old (40 kg, 45 kg, 50 kg, 55 kg, +55 kg);
  • Middle-aged boys 14-15 years old (45 kg, 50 kg, 55 kg, 62 kg, +62 kg);
  • Cadets 16-17 years old (50 kg, 55 kg, 62 kg, 70 kg, +70 kg);
  • men 18 years and older (57 kg. 65 kg. 75 kg. 85 kg, 95 kg. +95 kg);

Age categories for international competitions:

  • Cadets 16-17 years old;
  • juniors 18-20 years old;
  • Adults from 21 years and older.

Wrestlers 17 years are allowed to compete among men, if there is a certificate, Confirmation of consent of parents or persons authorized by the ego, for participation of this athlete in competitions.

Age is checked in all championships and competitions during registration, before weighing. To do this, the head of each delegation must provide the following documents to the technical representative or chief referee of the competition:

  • personal passport or photo fighter ID;
  • at international competitions a wrestler can take part in competitions only for the country, indicated in the passport;
  • every wrestler, competing, automatically agrees to the distribution of its image in photographs or videotapes for advertising this competition or upcoming competitions. If a wrestler refuses, he must report this at the application stage for participation, and in this case he is not allowed to compete.

At international competitions, weight categories are regulated by the Regulation on Competitions.

Each member, acting on his own will and responsible for himself, allowed to compete in only one weight category - that, which corresponds to its weight during official weighing.

In team competitions, in the interests of his team, an athlete may take part in one weight category higher.

Articles 7. Clothing and equipment of participants

Outfit of participants - an individual set of items, ensure the safety of a wrestler in hapsagai wrestling competitions, as well as his identification as a sport. Outfit includes sportswear., sportsman wrestler personal protective equipment and shoes.

Clothing - Hapsagai Shorts (next shorts) should only be red or blue (by lot), color mixing is prohibited.

Shorts should be made of high absorbency fabric., breathability, extensibility and abrasion. When they are executed, it is not intended to use lightning, fasteners and buttons. Shoes should be intended for wrestling classes - wrestling shoes or sneakers without spikes, soft sole. In the absence of appropriate shoes, barefoot participation is allowed..

Outfit knee protectors for knee protection from bumps and bruises, should be of flexible fabric with easy fixation, not having metal parts. Product thickness should be up to 5 mm, width 150 mm. Colors should be red or blue (by lot).

Outfit advertising.

On equipment - shorts it is allowed to put the name of the athlete, Sponsor names and logos, partners, commands, state abbreviation. The content of advertisements must be negotiated by the parties and written in writing - by agreement or agreement.

Prohibited:

  • apply slippery or sticky substances to the body:
  • carry items, which may cause injury to an opponent, such, like rings, bracelets, dentures etc.

Article 8. Carpet and Playground

Uses standard wrestling carpet 12 x 12 m. with circle diameter 9 m.

To prevent carpet contamination, it must be washed and disinfected before each stage of the competition. The same hygiene measures must be carried out, if the carpets are smooth, flat and uniform surface (including tarpaulin).

The carpet should be placed this way., to leave a wide open space to ensure the safe running of the competition.

In summer, during national holidays or sports contests of republican significance, competitions can be held on the ground cover, while you can draw a circle with a diameter of up to 12 m.

Articles 9. Scoreboard and camcorder.

At all competitions, included in the calendar plan of the Ministry of Physical Culture and Sports of the Republic of Sakha (Yakutia) and the Hapsagai Wrestling Federation of the Republic of Sakha (Yakutia), a standard electronic scoreboard should be used, reflective time, notes and warnings, except ysyakhs and field competitions.

Article 10. Medical service

To participate in the competition, each wrestler must undergo a medical examination at the place of residence. The organizer of the competition is obliged to provide medical care for conducting a medical examination before weighing and providing medical assistance during fights. Medical staff works throughout the course of the competition.

Before weighing, doctors examine athletes to determine their health status.. If the participant is unwell or his condition is dangerous for him or his opponent, then the wrestler will not be allowed to compete.

Throughout the course of the competition, medical personnel should be ready to intervene at any minute in the event of an athlete's injury and make a decision. can the wrestler continue the fight further.

Doctors of participating teams are fully authorized to provide medical assistance to their injured wrestlers, but only in the presence of a trainer or delegation leader.

Article 11. Medical staff functions

The doctor has the right to stop the fight at any time, reporting such a need to the head of the carpet, and I must do it, if he counts, that one of the participants is in danger or one of the wrestlers is unable to continue the fight.

Wrestler has no right to leave the carpet, except in cases of serious injury, requiring immediate medical attention.

In the event of a wrestler injury, the arbiter must ask the doctor to intervene immediately and ask, was stopping the fight justified. If the doctor informs, that the fight stop was intentional, then the arbiter must require the head of the carpet to impose sanctions on the wrestler.

In the event of a clear injury or bleeding wound, the doctor is given time, sufficient to assist the wrestler and decide on the athlete's ability to continue the fight. No time limit.

In case of disagreement among medical personnel, the doctor from the team of this wrestler has the right to intervene, to assist or advise on a medical intervention or decision, taken by medical staff.

If, during the competition the participant, trainer, representative or judge was drunk, after a doctor’s examination, they can be removed from the competition.

Articles 12. Doping

According to the provisions of the UWW Constitution, to prevent the use of prohibited means, which is officially prohibited. Hapsagai RS Wrestling Federation(I) reserves the right to require a fighter to be screened or tested for doping in all competitions, controlled by the Federation.

Medical board appoints time, quantity, frequency and procedure of such examinations.

CHAPTER II. JUDICIAL COLLEGE

 

Article 13. Structure

At all competitions the panel of judges has the following composition:

  • main judge;
  • Deputy Chief Justice;

  • informing judge;
  • timekeepers;

Judges must be qualified and authorized in accordance with the Rules for Judges.

Replacement of a member of the panel of judges during a bout is strictly prohibited, except serious illness with medical approval.

Article 14. Main responsibilities

The panel of judges performs all duties, set out in the Hapsagai Competition Rules, as well as in special regulations on the organization of individual tournaments.

The board is obliged to closely monitor the progress of each match in this way, so that the referee protocol clearly reflects the nature of the match.

Main judge, carpet leader and arbiter on the carpet evaluate tricks individually, and then come to a common decision. The carpet arbiter and carpet leader work together under the direction of the head judge, which coordinates the work of judges.

The panel of judges is obliged to perform all the functions of refereeing., issue warnings, remarks, points, provided for by these rules.

Carpet leader protocols are used to determine the winner and score. Points must be recorded with accuracy and priority, corresponding to various paws of fights. The minutes must be signed by the head judge and the head of the carpet.

All points, fixed by the head of the carpet, it is necessary to announce to the audience through the gestures of the referee on the carpet and on the electronic scoreboard. Article 15. Main judge

The head judge is responsible for the preparation and conduct of the competition in accordance with the rules and the approved regulations of the competition.

Chief Justice is required:

  • check availability of competition venue and equipment, inventory, health care provision:
  • organize the work of the panel of judges (distribution of duties, holding meetings before and after the competition to approve the results, etc.);
  • consider protests and make timely decisions on them together with the jury;
  • submit a report and protocols to the organization within three days after the end of the competition, about leading that competition.

The head judge has the right:

  • cancel or postpone the competition, if at the beginning of the venue, equipment and inventory are not ready: stop or suspend competition under adverse conditions (bad weather, public order disturbance):
  • make adjustments to the competition program and schedule if absolutely necessary;
  • replace referees during the competition;
  • dismiss judges, having committed gross errors or failing to fulfill their duties;
  • remove participants from the competition, not technically trained, having committed a gross violation of the rules and an incorrect attitude towards other participants, spectators and judges.

The main judge has important responsibilities and duties., specified in the Hapsagai Fighting Rules:

  • he coordinates the work of the head of the carpet and the arbiter on the carpet;
  • he must carefully monitor the progress of contractions, not distracted, and evaluate the actions of other judges in accordance with the Hapsagai rules;
  • in case of disagreement between the carpet arbiter and the carpet leader, the chief referee's task is to make a final decision on the results of the match taking into account the points received;
  • the chief judge should not be the first to express his point of view. He must wait for the opinion of the head of the carpet and the arbiter on the carpet;
  • in the case of a gross violation, he has the right to stop the fight and to find out from the arbiter on the carpet and the head of the carpet the rationale for the decision. After meeting with the arbiter on the carpet and the head of the carpet, he can either change the decision, either apply the procedure, described in the article 19.

Article 16. Carpet head

The head of the carpet is responsible, defined by him in the general rules of the fight of hapsagai:

  • he must give points and record them in the minutes;

Article 17. Arbiter on the carpet

The arbiter on the carpet is responsible for the fight in accordance with existing rules.

  • vote “for” or “against” when judges vote on the decision to disqualify or win;
  • to trace, so that the wrestlers shake hands with each other before and after the fight.

The arbiter on the carpet must demand punishment for the fighter for breaking the rules or intentional rudeness.

If the head of the carpet or the head judge intervenes, the arbiter on the carpet must interrupt the match..

Articles 18. Chief secretary

Chief secretary:

  • accepts registered applications of participants and teams;
  • provides materials and documentation for the competition, handing out protocols to judges, post copies of protocols for the information of participants and representatives, provides competition results to accredited media representatives;
  • supervises the work of technical secretaries;
  • accepts statements and protests, reports about them to the chief judge;
  • draws up a general technical report and after approval by the chief judge, rents to the organization, conducting the competition.

Article 19. View video

If during the fight the head judge notices a serious violation by the head of the carpet or the arbiter on the carpet and does not agree with them, he must interrupt the fight, watch the video of the fight and make the right decision. This decision cannot be changed..

Also in controversial situations, in which the judges responsible for the fight did not come to a common opinion or missed an important point, the head judge may decide to watch the video.

In the event of a protest from an interested party, the head judge is required to make a decision, in consultation with the head of the carpet and the arbiter on the carpet, watching the video.

Articles 20. Decision-making

The arbiter on the carpet shows his decision with a show of hands, clear and appropriate gesture, signifying victory, point. If the arbiter on the carpet and the head of the carpet come to a consensus, then this decision is declared final.
