International Mas-Wrestling Rules

 

GENERAL PROVISIONS

These Mas Wrestling Rules (further - Rules) are mandatory for all organizations, conducting international mas-wrestling competitions.

Competition organizers, team representatives, trainers, athletes, judges, participating in competitions, are obliged in their actions to be guided by these Rules.

 

CHAPTER I. CHARACTER AND METHODS OF COMPETITION

Article 1. Nature of the competition

  1. By the nature of the competition are divided into:

– personal;

– team;

– personal-team.

  1. The nature of the competition is determined by the Regulation (regulations) about competitions (Further Position).
  2. In personal competitions, only personal results and places of participants in their weight categories are determined.
  3. In team competitions, teams meet each other, and the results of these meetings determine the places of teams.
  4. In personal-team competitions, the team's place is determined by the sum of the results of its participants in the weight categories.
  5. The procedure for scoring points for team and individual-team championship competitions is determined by the Regulation (regulations)

 

Article 2. Competition System

Depending on the elimination system of the competition participants:

– according to the system with elimination after two defeats;

– on the direct elimination system with comforting fights from the finalists;

– round robin;

– according to the system with elimination after one defeat.

– the system with elimination after two defeats with the division into groups "A" and "B".

Regardless of the competition system, with the number of participants less 6 person in the weight category, competitions in this weight category are held in a circular system.

  1. Kick-out system after two defeats.

The pairing in each weight category is determined by numbering according to the results of the draw. Based on this, pairs of the first circle are composed in the following order:

– party number 1 dating party # 2;

– party number 3 - with participant number 4;

– party number 5 - with participant number 6 etc.

With an odd number of participants in the weight category, the participant with the last number remains free (without an opponent) and moves to the next round without winning points, and he will be the first in the table to pair the next round. He retains this place until, while another participant, free in turn, won't take his place at the top of the standings.

for example, with nine participants in the weight category, the second round is composed in this way: 9-1; 2-3; 4-5; 6-7; 8 - free.

In the second round at 6, 10, 14, 18, 22, 26 etc. the participants, so that there are no two free participants, three participants, having the last numbers and the fifth bottom are paired so: with six participants - 2-5, 4-6; with ten participants - 6-9, 8-10 etc.

In all cases, you need to pair, so that in one circle there are no two free, and the same participant was not free twice, if there are participants, who have never been free.

If after the next lap there are only two athletes, having one lesion or not having a lesion, then the first place is taken by an athlete, won the duel between them. Athlete Third, who scored the most points among those who left the last round.

If two athletes have an equal number of points, third place is awarded to the winner of their mutual meeting. If they have not met, they are given an additional meeting.

If there are three athletes who have not retired, who met among themselves, places are determined by the quality of their personal meetings: the bouts of victory in the bouts with the other two are added up and the sum of the bouts of defeats in these bouts is deducted from this amount, in this way, it turns out a qualitative indicator of meetings of applicants for first place. Athletes rank according to decreasing quality score. (first place is awarded to, who has the highest quality score). Further, in case of equality of qualities, - by the number of points earned in all fights, further - by the quality of all contractions, further - by their lower weight during weighing (according to the weighing protocol), further, if the scales are equal according to the weighing protocol, additional weighing is carried out and the lighter is given an advantage. If the weight is the same with additional weighing, then both are awarded first place, next athlete takes third place.

The distribution of seats from the 4th onwards is carried out taking into account the circle of disposal according to the number of points.

In case of equality of points for two or more athletes, their places are determined taking into account the following indicators:

– on victory in a mutual meeting (in determining the places of two participants);

– by the quality of all fights;

– less weight during weighing.

Depending on the quality of victory points are awarded as follows:

– match result 2:0 - the winner is awarded – 2 points, the loser – 0;

– match result 2:1 - to the winner 2 points, to the loser - 1 point.

  1. Direct elimination system with comforting fights from the finalists.

Competitions are held according to the direct elimination system with comforting fights for participants, losers to two finalists, ie. athletes, competing for 1st and 2nd places.

To apply a direct dropout system, must have multiple athletes, ie. 4, 8, 16, 32, 64…. etc. If in any category there is no such number of athletes, qualification fights should be held (cast range).

Reduction to a multiple is carried out at the beginning of the competition, for athletes at the bottom of the table.

Comforting fights begin athletes, losers in the first round, including cast, against one of the two finalists and result in losers in the semifinals in the direct elimination system. Each of the winners of the last two consolation fights takes 3rd place, each of the losers takes 5th place.

If according to the Regulation (regulations) one 3rd place is provided for competitions, then the 3rd place is taken by the athlete who won an additional match between the winners of the comforting matches, and the losing athlete takes 4th place.

Distribution of seats from the 7th onwards is carried out according to the number of points..

In case of equality of points for two or more athletes, their places are determined taking into account the following indicators:

– by the quality of all fights;

– less weight during weighing.

If the places of athletes cannot be determined by the above indicators, then they occupy the same place.

Depending on the quality of victory points are awarded as follows:

– match result 2:0 - the winner is awarded – 2 points, the loser – 0;

– match result 2:1 - to the winner 2 points, to the loser - 1 point.

Competitions are held as follows:

– qualification fights (cast range);

– qualifying matches;

– comforting fights;

– final fights.

All fights in each weight category are held within one day. If in the weight category less 6 athletes, should use a circular system (each versus each).

An example of a direct elimination competition with comforting matches from finalists with 22 athletes in the weight category - Appendix No. 2.

Qualification fights (cast range).

To cast to the nearest multiple, allowing the use of direct disposal systems (16 athletes), qualification bouts must be held.

In our example, we have on 6 more than multiple athletes 16. Qualification fights must be held between athletes, stretched out toss the numbers above 16. ie. 17, 18, 19, 20. 21 and 22 and 6 athletes, stretched out numbers, previous 17, ie. 16, 15, 14, 13, 12 and 11. According to the principle of pairing, we have the following fights:

Winners of these 6 qualification matches are included in the qualifying round of the direct elimination competitions.

 

Preliminaries.

After qualification fights we have a multiple 16 athletes. В число 16 athletes who participate in the qualifying rounds, come in 10 athletes, who pulled the numbers off 1 by 10 and 6 athletes, who have won qualification fights. Following the principle of pairing in the order of elongated numbers, 1 qualifying round is carried out as follows:

All athletes, losers to the two finalists, entitled to comforting fights.

Athletes, who lost to the finalist № 5:

– № 4 (loser 3 a circle).

Athletes, who lost to the finalist № 15:

– № 16 (loser qualifier)

– № 18 (loser 1 a circle)

– № 21 (loser 2 a circle)

– № 10 (loser 3 a circle)

1-th consolation match:

№ 6 (loser in 1 the circle) against number 8 (loser in 2 the circle)

2-th consolation match:

winner of the 1st consolation match (№ 6) against number 4 (loser in 3 the circle)

Athlete No. 6 - winner of the comfort group, loser to finalist No. 5

Do the same with athletes, losing finalist № 15:

1-th consolation match:

№ 16 (loser qualifier) against number 18 (loser in 1 the circle)

2-th consolation match: winner of the 1st consolation match (№16) against number 21 (loser in 2 the circle)

3-th consolation match: winner of the 2nd consolation match (№16) against number 10 (loser in 3 the circle)

Athlete No. 16 - winner of the comfort group, loser to the finalist №15.

Two winners of the last two consolation fights (№№ 6 and 16) take third place.

 

Final

Both finalists (№ 5 and number 15) dispute 1 and 2 places.

  1. Circular system.

In a round robin system, a participant or team meets each opponent, or team.

The distribution of places is carried out by the number of points..

In case of equality of points for two or more athletes, their places are determined taking into account the following indicators:

– on victory in a mutual meeting (in determining the places of two participants);

– by the quality of all fights;

– less weight during weighing.

Depending on the quality of victory points are awarded as follows:

– match result 2:0 - the winner is awarded – 2 points, the loser – 0;

– match result 2:1 - to the winner 2 points, to the loser - 1 point.

  1. Kick-out system after one defeat.

Member drops out after one defeat. You can use cast circles.

 

  1. The system with the elimination after two lesions with the division into groups "A" and "B".

In the first round, pairs are drawn according to the draw. With an odd number of athletes, one of them, according to the draw, free from duel in 1 the circle. In 2 the circle is located at the top of the table of group “A”. After the first round, athletes in each weight category are divided into two groups:

"AND" – where athletes compete, no defeat;

"B" – where athletes compete, having one defeat.

In subsequent circles, athletes, free in the previous round, located at the top of their group table.

Athlete, defeated in group “A”, drops out to group "B". Of the winners, pairs of the next round of group “A” are formed sequentially. Fights in group B start from the second round, in which there are losers in the first round.

Participant, defeated in group “B”, out of competition.

In the upper part of group “B”, pairs of the next circle from the athletes of group “B”, victory in the previous round. Then form pairs of athletes leaving group “A”.

In group “A” the competition continues until the two strongest athletes are identified. The winner of the duel between them takes 1st place, defeated - 2nd place.

In group “B” competitions continue until two strongest athletes are identified. The winner of the duel between them takes 3rd place, the loser takes the 4th place.

If in group “B” there are two athletes, previously met in group "A", then the athlete from the red side of this pair changes places with the athlete from the blue side of the previous pair.

If there are two athletes left in group “B”, previously met in group "A", then the athlete, triumphant in a previous duel between them, third place awarded.

If according to the Regulation (regulations) about competitions there are two 3 places, then two athletes who won against everyone in group B, take 3rd place.

The distribution of seats from the 5th and further is carried out taking into account the circle of disposal according to the number of points.

In case of equality of points for two or more athletes, their places are determined taking into account the following indicators:

– on victory in a mutual meeting (in determining the places of two participants);

– by the quality of all fights;

– less weight during weighing.

Depending on the quality of victory points are awarded as follows:

– match result 2:0 - the winner is awarded – 2 points, the loser – 0;

– match result 2:1 - to the winner 2 points, to the loser - 1 point.

 

CHAPTER II. PARTICIPANTS OF COMPETITIONS

 

Article 3. Age groups

 

Competitors are divided into the following age groups:

Article 4. Sports Disciplines (weight categories)

Mas-wrestling competitions are held in sports disciplines. (Further – weight categories). Among men and women, competitions for the title of absolute champion can be held without dividing the participants into weight categories. The minimum weight of participants in such competitions is determined by the Regulation (regulations).

National federations are allowed to introduce intermediate weight categories in national competitions, without subsequent entry into international competitions.

 

Article 5. Equipment and personal items of athletes

  1. Outfit of competitors:

– for boys, juniors and men - mas-wrestling shorts (tight or loose fit, to or below the knees) Installed IMF sample, red or blue (by lot).

– for girls, juniors and women - mas-wrestling shorts (tight or loose fit, to or below the knees) and sports shirt (T-shirt, top or long sleeve t-shirt) installed IMF sample in red or blue (by lot). It is forbidden to mix blue and red colors T-shirts (T-shirts, tops or long-sleeved t-shirts) and shorts.

– competitors must wear sports shoes without spikes with soft soles. Do not use high heel shoes, with sole, nailed, with buckles or other metal, plastic and pointed elements.

  1. The color of the athlete's equipment must match the color of the side of the platform, to which he is invited - red or blue (by lot).
  2. In order to prevent sports injuries, the following personal attributes are allowed:

– elastic bandages no more than 25 cm;

– special belts no more than 10 cm, при этом вес ремня не должен превышать 1,5 kg;

– handhelds, the size does not exceed the width and height of the palm of the athlete, it is forbidden to use any foreign liquid substances for processing handhelds;

– kneecaps and elbow pieces no more than 30 cm.

– powder free adhesives (magnesium, rosin), liquid magnesia.

  1. It is forbidden to go to the platform after calling for a duel in jewelry, amulets, chains, bracelets, rings, earring, hours, headgear and sportsman uniform, non-compliant.
  2. If the athlete enters the platform in the wrong equipment, the refereeing team gives him the maximum 1 a minute, to tidy myself up. If after this time the athlete has not brought himself into proper shape, he is considered a loser.
  3. Trainer, accompanying athlete during the fight, must be in sportswear with the symbols of the country, which the athlete represents.

Article 6. Duties and rights of athletes

1.Athlete required:

– know and follow the rules of the competition, position (Regulation) and competition program;

– comply with the requirements of judges;

– timely access to the platform upon the call of the panel of judges;

– be correct in relation to all competitors and spectators.

  1. The athlete has the right:

– timely receive the necessary information about the competition, competition program, competition program changes;

– receive information on decisions made by the Refereeing Commission through the official representative of his team;

– for two breaks for medical care lasting up to 2 minutes, each break on one competitive day. Additional medical breaks are at the discretion of the arbitrator, serving the duel.

 

Article 7. Team representatives, trainers

  1. Mediator between the panel of judges and athletes (trainers) team is a team representative.
  2. If the team does not have a representative, his duties are performed by the coach or team captain.
  3. Team representatives must be in place, specially designated for them.
  4. A team representative cannot be both a judge and a doctor of these competitions..
  5. The team representative performs the following functions:

– participates in joint meetings with judges, where he can express comments on the work of judges only on the basis of specific provisions of the Competition Rules, takes part in the approval of the results of each day and competitions in general;

– is responsible for the discipline of team members and ensures their timely appearance at the competition.

  1. The team representative is prohibited from interfering in the decisions of judges and persons, conducting competitions, as well as take action, offending judges.
  2. For violation or non-fulfillment of their duties, the team representative may be suspended from the performance of their duties..
  3. Behavior of trainers during a fight:

– during the fight, no more than 2 trainers can be next to the athlete (seconds);

– the trainer (seconds) should be dressed in a sports uniform of the country, which he and the athlete represent;

– to the trainer (second) allowed to assist a doctor, providing care to his athlete;

– to the trainer (second) it is forbidden to influence decisions or insult judges;

In case of non-compliance with these rules, the arbiter must ask the head of the platform to make a comment to the coach, if he continues to break the rules, then the head of the platform removes him from the competition. From this moment, the coach can no longer perform his duties. However, this athlete may use the services of another coach..

 

CHAPTER III. JUDICIAL COLLEGE

Article 8. Composition of the panel of judges

  1. The competition is held by a panel of judges composed of: main judge, Deputy Chief Justice, chief Secretary, platform managers, arbitrators (judges on the platform), side referees, timekeeper, clerks, informing judge, judges at the participants, technical judge.
  2. The refereeing team on one platform consists of the head of the platform, arbitrator, side judge, secretary judges, technical judge, timekeeper judges, informing and panel judges.
  3. The composition of the panel of judges for the competition is approved by the appropriate federation or organization, conducting competition, based on the status of the competition, the number of participants and the number of platforms (Appendix No. 4, 5)
  4. Judges must be qualified and empowered in accordance with these Rules..
  5. Replacement of a member of the panel of judges on the platform during the fight is prohibited, except cases:

– Judge Injury, doctor confirmed, not allowing to fulfill one's duties;

– diseases, doctor confirmed, not allowing to fulfill one's duties.

 

Article 9. Main judge

  1. The Chief Judge shall guide the conduct of the competition in accordance with the Regulations and Rules. He is responsible for organizing competitions before the organization., conducting these competitions.
  2. Chief Justice is required:

– check the readiness for competition of all premises, equipment, inventory, compliance with the requirements of the Rules, draw up the Competition Venue Acceptance Act (Appendix No. 6), and also make sure that you have the necessary documentation;

– organize and control the weighting of participants;

– organize and control the draw of participants;

– approve the schedule of the competition;

– consider protests and make timely decisions on them;

– hold meetings of competition judges together with team representatives before the competition, after the end of each day of competition, as well as in those cases, when the need arises;

– no later than 5 days after the end of the competition, submit a report to the organization, conducting the competition.

  1. The head judge has the right:

– cancel or postpone the competition, if the beginning of the venue, equipment and inventory are not ready;

– stop or suspend competition under adverse conditions (weather, public order disturbance);

– make adjustments to the competition program and schedule;

– make a timely change of judges during the competition;

– stop the bout in case of gross violation and find out from the arbiter, side judge and head of the platform motivation for their decision. After a meeting with the arbiter and the head of the platform, he can change the decision. (if a majority vote in his favor);

– dismiss judges, committed gross errors and / or failed to cope with obligations;

– remove participants from the competition, gross violations of the Rules and incorrect treatment of other participants, spectators and judges.

– announce a warning or remove a representative from performing his duties (the trainer, team captain), having committed rudeness in relation to judges or not performing his duties.

  1. Execution of orders of the chief judge is mandatory for judges, participants, team representatives and coaches.
  2. In the absence of the chief judge of the competition, his duties are performed by the deputy chief judge.

 

Article 10. Chief secretary

Chief secretary:

– supervises the work of the referees-secretaries of the competition;

– included in the admission commission and provides registration of participants;

– member of the judging team;

– organizes the drawing of lots;

– compiles the program and schedule of the competition;

– keeps competition records;

– makes up the order of meetings in circles;

– controls the registration of scrum protocols;

– draws up orders and decisions of the chief judge;

– submits to the head judge the results of the competitions for approval and the necessary data for the final report;

– gives information to representatives, commentators and journalists;

– draws up a general technical report and, after approval by the chief judge, submits to the organization, conducting the competition;

– provides all the competition services with the necessary information material, team representatives, media representatives;

– controls the installation and commissioning of a computer network, computer hardware and software, necessary for the work of the secretariat.

 

Article 11. The head of the platform

  1. The head of the platform is responsible for the work of the panel of judges on the platform, directs the fight, keeps track of, so that the match takes place in accordance with the Rules.
  2. The head of the platform is required:

– organize and coordinate the work of the judiciary;

– evaluate the actions of athletes;

– if during the bout the head of the platform considers it necessary to draw the attention of the arbiter to something (victory, prohibited reception, etc.), what was not noticed by the arbiter, the head of the platform should say into the microphone, even if the arbiter did not ask for his opinion;

– stop the fight if necessary, duel;

– make a final decision on the outcome of a bout, in case of disagreement between the arbitrator and the side judge;

– inform the chief judge or his deputy about the progress of the competition on this platform.

  1. The head of the platform has the right:

– interrupt the fight and stop the fight;

– make proposals to the head judge of the competition about the disqualification of the participant (athlete);

– to evaluate the work of each member of the panel of judges;

– make proposals to the head judge of the competition for the removal of judges, committed gross errors or failed to fulfill their duties;

– not allow participants and judges to fight, the appearance of which does not meet the requirements of these Rules;

– combine the responsibilities of a timekeeper.

– to draw the attention of the arbiter to everything, that during the fight or in the behavior of athletes seemed to him strange or wrong.

  1. The head of the platform should, at the end of the bout, write the result in the protocol and sign it.

 

Article 12. Arbitrator (judge on the platform)

  1. The referee is responsible for the fight on the platform in accordance with the Rules.
  2. Arbitrator, being on the platform facing the main tribune, So, so as not to obscure the view of the side judge, to the head of the platform, Chief Justice, evaluates the technical actions of athletes and monitors, so that the match takes place in accordance with the Rules.
  3. The arbitrator is required:

– check inventory before the fight;

– check the readiness of participants for fights;

– comply with the rules of the scrum, duel;

– lead the fight, using gestures and commands of the judge;

– correctly and timely evaluate the actions of athletes;

– warn athletes if necessary;

– explain at the request of the platform manager the reasons for his decisions;

– when declaring the result of the match, stand facing the main tribune, take both participants hands and raise the winner’s hand;

– require athletes to remain on the platform until the results of the bout are announced;

– anyway, requiring approval, first ask the opinion of the head of the platform;

– declare the winner after agreement with the side judge and the head of the platform;

– to trace, so that athletes greet each other before the start of the fight and after the announcement of the result of the fight - the referee;

– punish the athlete for breaking the rules or rudeness.

  1. Referee interrupts a bout:

– when the athlete receives a warning;

– when the athlete was defeated;

– when an athlete is injured or when bleeding occurs;

– at the request of the head of the platform or the chief judge.

  1. The referee must have control over the actions of athletes, to follow his requirements and directions.
  2. The arbitrator must wear:

Article 13. Side judge

The side judge is opposite the arbitrator so, so that the platform area is clearly visible to them and evaluates the technical actions of the participants. The side referee must:

– correctly evaluate the actions of athletes;

– Express ones opinion, using the gestures of a judge;

– if necessary, without going to the platform, stand up and take a more comfortable position from your side;

– if necessary, explain to the head of the platform, to the arbiter the reasons for his decisions.

 

Article 14. Technical Judge

The judge-technical secretary is located at the table of the head of the platform and during each match, using technical means, displays the names of the participants, as well as grades and punishments thereafter, as the arbiter announced them. In the absence or refusal of the electronic scoreboard, the marks and penalties are displayed on a manual mechanical scoreboard. Fills in the necessary columns of the judicial protocol (assessments, bout time, quality wins, etc.). After the end of each bout, the referee's report is transmitted to the secretariat.

 

Article 15. Timekeeper

The timekeeper is located at the head of the platform and carries out timekeeping in accordance with the following points of the competition:

Article 22. Weighing

Article 23. Toss

Article 27. Interruption

CHAPTER VIII. COMPETITION PLACES EQUIPMENT

Article 31. Competition venue
